وافقت السلطات التشريعية الروسية على مشروع قانون يمهد الطريق لإطلاق تطبيق مراسلة جديد تديره الدولة، في خطوة تهدف إلى تقليل الاعتماد على تطبيقات مثل واتساب وتيليغرام، اللذين يهيمنان حالياً على سوق تطبيقات المراسلة الآمنة، رغم اختلافهما الكبير من حيث البنية والمصداقية الأمنية.
وبينما يراقب عملاقا المراسلة إطلاق ميزة «X-Chat» من منصة إيلون ماسك، رغم الشكوك الأمنية المماثلة، فإن روسيا تسعى لفرض بديلها المحلي على مستخدميها.
التطبيق الجديد، الذي لم يكشف اسمه بعد، سيعمل على بنية تحتية تديرها الدولة الروسية.
ووفقا لتقارير صحفية، من المتوقع أن تتخذ السلطات الروسية إجراءات مثل إبطاء أو تعطيل تطبيقات المراسلة الأجنبية تدريجياً، لدفع المواطنين نحو استخدام منصتها المحلية.
وصرح رئيس لجنة السياسة الإعلامية في مجلس الدوما سيرغي بويارسكي، سابقاً بأن التطبيق الجديد سيكون «بديلاً آمناً ومتعدد الوظائف لتطبيقات مثل واتساب وتيليغرام»، مضيفاً أنه سيغلق «آخر فجوة في الأمن الرقمي الروسي» وسيستبدل بـ«الرسائل الأجنبية غير الآمنة».
وأشار نائب بويارسكي، أنطون غوريلكين، عبر تيليغرام إلى أن «الميزة التنافسية الأساسية» للتطبيق الجديد ستكون «الاندماج العميق مع الخدمات الحكومية»، ما يكشف هدفه الحقيقي كأداة لتسهيل التواصل الرسمي وتوسيع سيطرة الدولة.
ولا يزال مشروع القانون بحاجة لموافقة مجلس الاتحاد (الغرفة العليا في البرلمان الروسي) وتوقيع الرئيس فلاديمير بوتين ليصبح قانوناً نافذاً.
وكان وزير التنمية الرقمية الروسي، مكسوت شادايف، قد اقترح سابقاً دمج خدمات الحكومة الرقمية مع تطبيق مراسلة وطني خلال اجتماع مع بوتين، مشيراً إلى «تخلف روسيا عن دول أخرى في هذا المجال».
وبحسب «كييف إندبندنت»، فإن التطبيق الجديد سيتم ربطه بقواعد بيانات الدولة والمؤسسات البلدية، ما يتيح نقل معلومات شخصية بموافقة المستخدم لاستخدامها في عمليات التعريف، توقيع العقود، ودفع مقابل الخدمات أو المنتجات. كما سيستخدم في مجالات أخرى مثل التعليم.
بالنسبة لمستخدمي واتساب وتيليغرام خارج روسيا، فإنهم لن يتمكنوا من استخدام هذا التطبيق الحكومي حتى لو أرادوا ذلك، أما داخل روسيا، فتشير تقارير إلى احتمال أن تحظر الدولة استخدام المنصات الأجنبية تدريجياً لصالح بديلها المحلي.
The Russian legislative authorities have approved a bill that paves the way for the launch of a new state-run messaging application, in a move aimed at reducing reliance on applications like WhatsApp and Telegram, which currently dominate the secure messaging app market, despite their significant differences in infrastructure and security credibility.
While the messaging giants monitor the launch of the "X-Chat" feature from Elon Musk's platform, despite similar security concerns, Russia is seeking to impose its local alternative on its users.
The new application, which has not yet been named, will operate on infrastructure managed by the Russian state.
According to media reports, Russian authorities are expected to take measures such as gradually slowing down or disabling foreign messaging applications to push citizens towards using its local platform.
The head of the Media Policy Committee in the State Duma, Sergey Boyarsky, previously stated that the new application would be a "secure and multifunctional alternative to applications like WhatsApp and Telegram," adding that it would close "the last gap in Russian digital security" and replace "unsafe foreign messaging."
Boyarsky's deputy, Anton Gorilkin, indicated via Telegram that the "key competitive advantage" of the new application would be "deep integration with government services," revealing its true aim as a tool to facilitate official communication and expand state control.
The bill still requires approval from the Federation Council (the upper house of the Russian parliament) and the signature of President Vladimir Putin to become law.
Russian Minister of Digital Development, Maksut Shadayev, had previously suggested integrating digital government services with a national messaging application during a meeting with Putin, noting "Russia's lag behind other countries in this field."
According to the "Kyiv Independent," the new application will be linked to state databases and municipal institutions, allowing the transfer of personal information with user consent for use in identification processes, contract signing, and payment for services or products. It will also be used in other areas such as education.
For WhatsApp and Telegram users outside Russia, they will not be able to use this government application even if they wanted to, while inside Russia, reports suggest that the state may gradually ban the use of foreign platforms in favor of its local alternative.
