The Kremlin announced today (Wednesday) Russia's readiness to resume trilateral negotiations with the United States and Ukraine on November 10, following talks that lasted about three hours between Russian President Vladimir Putin and U.S. envoy Steve Witkoff in St. Petersburg.
Russian presidential aide Yuri Ushakov stated that the meeting was "detailed and frank," explaining that Witkoff briefed Putin on the results of his discussions with Ukrainian and European officials in Oslo (on Tuesday) and conveyed what he described as new aspects in Kyiv's and the Europeans' approach, but which "lacked substance."
Ushakov added that Putin informed the U.S. envoy of Moscow's readiness, in principle, to resume the trilateral negotiations around November 10, after the U.S. midterm elections, indicating that the talks should focus on establishing a security system for the post-conflict period.
At the beginning of the meeting, Witkoff stated that he brought ideas and documents related to elements of a potential peace agreement between Russia and Ukraine, while U.S. envoy Jared Kushner participated in the discussions remotely.
The last round of negotiations, which took place in February, ended without achieving diplomatic progress before the talks were suspended following the outbreak of war in the Middle East on February 28.
For his part, Ukrainian President Volodymyr Zelensky called for a freeze on the front lines as a first step towards ceasefire talks, while Moscow continues to demand an agreement on core issues before halting hostilities, primarily the withdrawal of Ukrainian forces from the areas they control in the Donetsk region, a demand that Kyiv rejects.
In another development, Putin announced the release of American citizen Stephen Hubbard, who was sentenced in 2024 to seven years in prison for fighting as a mercenary alongside Ukrainian forces, a charge he denies. U.S. President Donald Trump stated that Hubbard is on his way to the United States, confirming that he was released without conditions, after previously requesting his Russian counterpart to free him.
In the energy file, Putin announced that the first tanker carrying 40,000 tons of Russian diesel to the United States will set sail within two to three days, while Russian Deputy Prime Minister Alexander Novak stated that the tanker will sail on Thursday.
Trump had announced at the beginning of October an agreement between Washington and Moscow to supply Russian diesel to the American market, a move that drew criticism from Ukraine and Europe, amid estimates that it aims to lower fuel prices for American consumers before the midterm elections on November 3.
Ushakov also mentioned the possibility of a meeting between Putin, Trump, and Chinese President Xi Jinping on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit scheduled to be held in Shenzhen, China, in November.
These diplomatic moves come amid tensions in relations between Washington and Kyiv, after the United States resumed providing Ukraine with intelligence regarding Russian strikes, according to Zelensky, who had previously accused Washington of withholding vital information and delaying the delivery of interceptor missiles.
Ukraine also expressed concern over the slowdown in communications via the military "Star Shield" system, while Washington denied issuing an order to reduce them and urged the European Commission to have SpaceX restore Ukraine's full access to the Starlink service.
Despite diplomatic efforts, battles continue on the front lines, while Russia continues to target energy facilities, the railway network, and residential buildings in Ukraine, resulting in the deaths of at least four people, according to Ukrainian authorities.
