بعد 47 عاماً من معاقبة واشنطن دمشق، أعلنت وزارة الخزانة الأمريكية اليوم (الإثنين) إلغاء تصنيف سورية راعية للإرهاب وإزالة «هيئة تحرير الشام» من قائمة المنظمات الإرهابية العالمية.
وقالت وزارة الخزانة الأمريكية في تدوينات على موقعها الإلكتروني: تماشياً مع تعهد الرئيس ترمب بتقديم تخفيف للعقوبات المفروضة على سورية، أعلنت وزارة الخارجية الأمريكية اليوم إلغاء تصنيف سورية «دولة راعية للإرهاب»، كما ألغت تصنيف «جبهة النصرة»، المعروفة أيضاً باسم «هيئة تحرير الشام»، منظمة إرهابية عالمية مصنفة تصنيفاً خاصاً (SDGT).
تعزيز الاستثمارات الأمريكية في سورية
وأضافت: وبالتزامن، أزال مكتب مراقبة الأصول الأجنبية التابع لوزارة الخزانة الأمريكية «هيئة تحرير الشام» من قائمة المواطنين المعينين بشكل خاص والأشخاص المحظورين. وقال وزير الخزانة الأمريكي سكوت بيسنت: «تفي وزارة الخزانة بتعهد الرئيس ترمب بمنح الشعب السوري فرصة لتحقيق الازدهار، وسيساعد إجراء اليوم على تعزيز مزيد من الاستثمارات في سورية، بما يدعم الاستقرار السياسي والاقتصادي». ويأتي هذا الإجراء استكمالاً لقرار وزارة الخارجية في 8 يوليو 2025 إلغاء تصنيف «هيئة تحرير الشام» منظمة إرهابية أجنبية، مبيناً أنه بموجب قرار اليوم، لم تعد «هيئة تحرير الشام» خاضعة للتجميد بموجب لوائح عقوبات الإرهاب العالمي أو الأمر التنفيذي رقم 13224 وتعديلاته، ولم يعد الأشخاص الأمريكيون بحاجة إلى الحصول على ترخيص من مكتب مراقبة الأصول الأجنبية لتنفيذ معاملات أو أنشطة مع الهيئة، شريطة ألا تتضمن تلك الأنشطة أشخاصاً محظورين أو أنشطة محظورة بموجب القوانين الأمريكية.
وذكرت الوزارة أن قرار رفع هذه القيود عن سورية لا يغيّر موقف الخزانة الأمريكية تجاه مكافحة الإرهاب العالمي أو التزامها بمحاسبة الجهات التي تعتبرها ضارة في سورية.
عقوبات على قياديين في «القاعدة» و«حراس الدين»
وبالتزامن مع إزالة «هيئة تحرير الشام» من قائمة المنظمات الإرهابية العالمية المصنفة تصنيفاً خاصاً، أعلن مكتب مراقبة الأصول الأجنبية فرض عقوبات على اثنين من الأعضاء السابقين في الهيئة، بسبب استمرار دعمهما تنظيم «القاعدة» وتنظيم «حراس الدين»، على التوالي. وقالت الوزارة: هذان التصنيفان يهدفان إلى اتخاذ الإجراءات المناسبة لمواجهة تهديدات تمويل الإرهاب، وتعزيز استقرار سورية وأمنها. فرضت الخزانة الأمريكية عقوبات على سعد بن سعد محمد شريان الكعبي، الذي قالت إنه أشرف على تقديم الدعم المالي واللوجستي للجماعات الإرهابية، بما في ذلك تحويل الأموال إلى قادة تنظيم القاعدة، كما فرضت عقوبات على جمال حسين زينية، الذي قالت الوزارة إنه كان أحد قادة «حراس الدين» منذ 2020، بعد مغادرته منصباً قيادياً بارزاً في «هيئة تحرير الشام»، مبينة أن جماعة «لواء المقاتلين الأنصار» التي أسسها زينية انفصلت عن الهيئة بسبب خلافات إستراتيجية، ثم واصلت ارتباطها بتنظيم القاعدة واندمجت لاحقاً مع «حراس الدين». وأضافت الوزارة أنه في 2025 كان زينية يعمل على تشكيل خلية تابعة لـ«حراس الدين» في سورية، شملت تعليم الأطفال استخدام الأسلحة وتنظيم فريق لتنفيذ عمليات اغتيال. وشدد القرار على أن تُجمّد جميع الممتلكات والمصالح المرتبطة بالأشخاص المصنفين أو المحظورين، الموجودة في الولايات المتحدة أو الواقعة تحت حيازة أو سيطرة أشخاص أمريكيين، ويتعين الإبلاغ عنها إلى مكتب مراقبة الأصول الأجنبية.
After 47 years of Washington punishing Damascus, the U.S. Department of the Treasury announced today (Monday) the removal of Syria's designation as a state sponsor of terrorism and the removal of "Hay'at Tahrir al-Sham" from the list of global terrorist organizations.
The U.S. Department of the Treasury stated in posts on its website: In line with President Trump's commitment to provide relief from the sanctions imposed on Syria, the U.S. Department of State announced today the removal of Syria's designation as a "state sponsor of terrorism," and also removed the designation of "Jabhat al-Nusra," also known as "Hay'at Tahrir al-Sham," as a specially designated global terrorist organization (SDGT).
Enhancing U.S. Investments in Syria
It added: Concurrently, the Office of Foreign Assets Control of the U.S. Department of the Treasury removed "Hay'at Tahrir al-Sham" from the list of specially designated nationals and blocked persons. U.S. Treasury Secretary Scott Pruitt stated: "The Treasury is fulfilling President Trump's commitment to give the Syrian people a chance to achieve prosperity, and today's action will help promote further investments in Syria, supporting political and economic stability." This action follows the State Department's decision on July 8, 2025, to remove the designation of "Hay'at Tahrir al-Sham" as a foreign terrorist organization, indicating that under today's decision, "Hay'at Tahrir al-Sham" is no longer subject to freezing under global terrorism sanctions regulations or Executive Order 13224 and its amendments, and U.S. persons no longer need to obtain a license from the Office of Foreign Assets Control to engage in transactions or activities with the organization, provided that such activities do not involve blocked persons or prohibited activities under U.S. laws.
The department noted that the decision to lift these restrictions on Syria does not change the U.S. Treasury's stance on combating global terrorism or its commitment to hold accountable those it deems harmful in Syria.
Sanctions on Leaders of "Al-Qaeda" and "Guardians of Religion"
Simultaneously with the removal of "Hay'at Tahrir al-Sham" from the list of specially designated global terrorist organizations, the Office of Foreign Assets Control announced sanctions against two former members of the organization due to their continued support for "Al-Qaeda" and "Guardians of Religion," respectively. The department stated: These designations aim to take appropriate actions to address threats of terrorist financing and to enhance Syria's stability and security. The U.S. Treasury imposed sanctions on Saad bin Saad Mohammed Sharyan al-Kaabi, whom it said oversaw the provision of financial and logistical support to terrorist groups, including transferring funds to Al-Qaeda leaders. It also imposed sanctions on Jamal Hussein Ziniyah, whom the department said has been one of the leaders of "Guardians of Religion" since 2020, after leaving a prominent leadership position in "Hay'at Tahrir al-Sham," indicating that the group "Liwa al-Muqatileen al-Ansar," founded by Ziniyah, split from the organization due to strategic disagreements, then continued its affiliation with Al-Qaeda and later merged with "Guardians of Religion." The department added that in 2025, Ziniyah was working to form a cell affiliated with "Guardians of Religion" in Syria, which included teaching children to use weapons and organizing a team to carry out assassinations. The decision emphasized that all properties and interests associated with the designated or blocked persons, located in the United States or under the possession or control of U.S. persons, must be frozen and reported to the Office of Foreign Assets Control.
