وقّعت وزارة الدفاع مذكرات تعاون مع 10 جامعات؛ بهدف تنمية رأس المال البشري من خلال بناء القدرات، وتبادل الخبرات ونشر وتعزيز المعرفة، وتطبيق أفضل الممارسات في مجالات التعليم والتدريب والبحث العلمي والصحة، بحضور مساعد وزير الدفاع للشؤون التنفيذية الدكتور خالد بن حسين البياري.
ووقع مذكرات التعاون من جانب وزارة الدفاع وكيل الوزارة لخدمات التميز المهندس محمد بن فيصل بن معمر، ومن جانب الجامعات رؤساء الجامعات التالية: جامعة أم القرى، والجامعة الإسلامية، وجامعة الإمام عبدالرحمن بن فيصل، وجامعة طيبة، وجامعة الجوف، وجامعة حائل، وجامعة الباحة، وجامعة الحدود الشمالية، وجامعة بيشة، والجامعة العربية المفتوحة.
وتضمنت مذكرات التعاون استفادة طلبة الجامعات من برامج الاستقطاب الخاصة بوزارة الدفاع، إلى جانب استفادة خريجي الكليات والمعاهد العسكرية من برامج التجسير بالجامعات، والتعاون في مجال الإيفاد والابتعاث الداخلي لمنسوبي الوزارة.
وتضمنت مساهمة الجامعات في إعداد برامج تدريبية لتطوير أعضاء هيئة التعليم والتدريب ومنسوبي المرافق التعليمية والتدريبية في وزارة الدفاع، وتقديم الدعم التدريبي المهني لبناء وتطوير قدرات منسوبي الوزارة وتأهيلهم للحصول على الشهادات الاحترافية.
واشتملت مذكرات التعاون على بناء نظام فعال لتصميم التدريب الميداني، واستحداث مسارات تدريبية تلبي الاحتياج الحالي والمستقبلي لوزارة الدفاع، إلى جانب تنفيذ برامج تدريبية تطبيقية قصيرة المدى للفنيين الممارسين تنتهي بشهادات معتمدة، وبرامج أخرى لبناء قدرات أعضاء هيئة التعليم في المؤسسات التعليمية بالوزارة.
كما اشتملت على التعاون في مجال بناء أدلة وشواهد ومؤشرات الأداء وأنظمة ضمان الجودة والاعتماد الأكاديمي العسكري وإدارة عمليات التحسين المستمر، وتبادل الخبرات في المجال العلمي والأكاديمي وإجراء البحوث والدراسات ونشر نتائجها وفق أسس التحكيم العلمي.
ونصت مذكرات التعاون على الاستفادة من خبرات الأطباء والصحيين في الوزارة والجامعات في المجال الطبي والدراسات الصحية، إلى جانب استفادة الخدمات الصحية بوزارة الدفاع ومنشآتها من الخدمات التي تقدمها الجامعات.
وبموجب المذكرات تقدم الجامعات الدعم في تسهيل إجراءات القبول لمنسوبي الوزارة لإكمال التحصيل العلمي للمنقولين من جامعات أخرى، ومنح مقاعد دراسية لمنسوبي وزارة الدفاع من مصابي الحرب وأبناء الشهداء، وتقديم الدعم العلمي والمعرفي في مجالي الابتكار والإبداع، إلى جانب تجربة الذكاء الاصطناعي في التعليم والتدريب.
The Ministry of Defense signed cooperation memorandums with 10 universities aimed at developing human capital through capacity building, exchanging experiences, disseminating and enhancing knowledge, and applying best practices in the fields of education, training, scientific research, and health, in the presence of the Assistant Minister of Defense for Executive Affairs, Dr. Khalid bin Hussein Al-Bayari.
The memorandums were signed on behalf of the Ministry of Defense by the Undersecretary for Excellence Services, Engineer Mohammed bin Faisal bin Muammar, and on behalf of the universities by the presidents of the following universities: Umm Al-Qura University, the Islamic University, Imam Abdulrahman bin Faisal University, Taibah University, Al-Jouf University, Hail University, Al-Baha University, Northern Borders University, Bisha University, and the Arab Open University.
The cooperation memorandums included the benefit of university students from the Ministry of Defense's special recruitment programs, in addition to the benefit of graduates from military colleges and institutes from bridging programs at universities, and cooperation in the field of internal delegation and scholarship for the ministry's personnel.
They also included the universities' contribution to preparing training programs to develop the educational and training staff and personnel of educational and training facilities in the Ministry of Defense, and providing professional training support to build and develop the capabilities of the ministry's personnel and qualify them to obtain professional certifications.
The cooperation memorandums encompassed building an effective system for designing field training, creating training pathways that meet the current and future needs of the Ministry of Defense, in addition to implementing short-term practical training programs for practicing technicians that conclude with accredited certificates, and other programs to build the capacities of faculty members in the ministry's educational institutions.
They also included cooperation in building guides, evidence, performance indicators, quality assurance systems, military academic accreditation, and managing continuous improvement processes, as well as exchanging experiences in the scientific and academic fields, conducting research and studies, and publishing their results according to scientific arbitration principles.
The memorandums stipulated benefiting from the expertise of doctors and health professionals in the ministry and universities in the medical and health studies fields, in addition to benefiting the health services of the Ministry of Defense and its facilities from the services provided by the universities.
Under the memorandums, the universities will provide support in facilitating admission procedures for ministry personnel to complete their academic studies transferred from other universities, granting study seats for Ministry of Defense personnel who are war casualties and the children of martyrs, and providing scientific and knowledge support in the fields of innovation and creativity, along with experimenting with artificial intelligence in education and training.
