أعلنت الهيئة السعودية للملكية الفكرية إطلاق التقرير السنوي لإنفاذ حقوق الملكية الفكرية لعام 2024م، الذي يسلِّط الضوء على الجهود التكاملية بين مختلف الجهات الحكومية ضمن منظومة الإنفاذ، ويستعرض التقرير النتائج التي تحققت عام 2024، التي عكست مستوى متقدماً في ضبط الانتهاكات والحد منها، سواءً في المنشآت التجارية أو عبر المنافذ الحدودية والمنصات الرقمية.
ويُبرز التقرير الذي أُطلق بالتزامن مع المؤتمر الإقليمي لممارسات إنفاذ الملكية الفكرية، الذي تنظمه الهيئة، جهودها في تنفيذ أكثر من 2,000 زيارة تفتيش وضبط ميداني في 51 مدينة ومحافظة داخل المملكة، نتج عنها ضبط أكثر من 3.6 مليون منتج مخالف لنظام العلامات التجارية، كان معظمها في قطاع الملابس والأحذية بنسبة 52%، كما تعاملت الهيئة مع 330 إرسالية جمركية مُشتبهاً بها بالتعاون مع هيئة الزكاة والضريبة والجمارك، وأسفر ذلك عن منع دخول أكثر من 6.7 مليون منتج مخالف إلى السوق المحلية.
وفي الفضاء الرقمي، شهد العام 2024 ارتفاعاً ملحوظاً في وتيرة الحجب، إذ حُجب 7,908 مواقع إلكترونية مُخالفة، بزيادة بلغت 128% مقارنة بعام 2023؛ لمواقع بث مباشر تنتهك نظام حماية حقوق المؤلف، كما تلقّت الهيئة ودرست ما يزيد على 3,200 شكوى متعلقة بانتهاك حقوق المؤلف والعلامات التجارية.
وعلى الصعيد الدولي، تقدمت المملكة في عددٍ من المؤشرات والتقارير الدولية ذات العلاقة بإنفاذ حقوق الملكية الفكرية، منها تقرير الغرفة التجارية الأمريكية لمؤشر الملكية الفكرية، إضافة إلى تحقيق المملكة مرتبة متقدمة في مؤشر الإنفاذ في تقرير التنافسية العالمي الصادر عن المعهد الدولي للتنمية الإدارية.
ويؤكد التقرير أن جهود الإنفاذ في المملكة لا تتوقف عند حدود المعالجة، بل تتسع لتشمل التوعية والتمكين والتعاون الدولي، بما يُسهم في بناء بيئة محفزة للإبداع والاستثمار.
The Saudi Authority for Intellectual Property announced the launch of the annual report on the enforcement of intellectual property rights for the year 2024, which highlights the integrated efforts among various government entities within the enforcement system. The report reviews the results achieved in 2024, reflecting an advanced level of controlling and reducing violations, whether in commercial establishments or through border crossings and digital platforms.
The report, which was launched concurrently with the regional conference on intellectual property enforcement practices organized by the authority, showcases its efforts in conducting over 2,000 inspection visits and field seizures in 51 cities and provinces within the Kingdom. This resulted in the seizure of more than 3.6 million products that violated trademark regulations, the majority of which were in the clothing and footwear sector, accounting for 52%. The authority also dealt with 330 suspicious customs shipments in cooperation with the Zakat, Tax and Customs Authority, which led to preventing the entry of more than 6.7 million violating products into the local market.
In the digital space, the year 2024 witnessed a significant increase in the pace of blocking, with 7,908 violating websites blocked, representing a 128% increase compared to 2023; these were live streaming sites that violated copyright protection laws. The authority also received and reviewed over 3,200 complaints related to copyright and trademark violations.
On the international front, the Kingdom advanced in several indicators and international reports related to the enforcement of intellectual property rights, including the American Chamber of Commerce's Intellectual Property Index report, in addition to achieving a high rank in the enforcement index in the Global Competitiveness Report issued by the International Institute for Management Development.
The report confirms that enforcement efforts in the Kingdom do not stop at processing violations but expand to include awareness, empowerment, and international cooperation, contributing to building an encouraging environment for creativity and investment.
