The Cabinet approved the use of digital identity to allow non-Saudis who are not residents in the Kingdom to own property in Saudi Arabia, provided that the General Authority for Real Estate, in coordination with the Ministry of Interior, the Saudi Data and Artificial Intelligence Authority (SDAIA), the National Information Center, and any other relevant entities, establishes the necessary mechanisms to activate this identity.

The Council's decision clarified that the Authority and other entities must complete these mechanisms so that the digital identity can be utilized before the implementation of the non-Saudis property ownership system.

The Council also approved the decision of the Strategic Committee of the Council of Economic and Development Affairs regarding the governance of non-Saudis owning and benefiting from property, as well as the committee that will be formed in the Board of Directors of the General Authority for Real Estate and its roles, with the Board of Directors of the Authority tasked with completing the necessary procedures for forming this committee.

The Council restructured the Board of Directors of the Real Estate Authority, chaired by the CEO of the Authority, with representatives from the Ministries of Interior, Municipalities and Housing, Finance, Justice, Economy and Planning, Investment, Environment, Water and Agriculture, Industry and Mineral Resources, in addition to the General Authority for State Properties, the General Authority for Survey and Geospatial Information, and 3 members from the private sector related to the Authority's activities.

It is noteworthy that the Cabinet approved in July last the system for non-Saudis owning property, which will come into effect in January 2026.
