The Tourism and Antiquities Sector of the General Entertainment Authority proposed to double the penalties for repeated violations within a year from the date of the previous offense or in case of failure to address them within the specified periods. The committee reviewing the violations may choose not to double the penalty at its discretion, provided that the financial penalty for a serious violation does not exceed one million riyals for large establishments.

The proposed system project suggests issuing a warning before confirming a non-serious violation, granting the violator a corrective period based on the discretion of the committee reviewing the violations to rectify the situation before imposing the penalty. The committee may extend the period whenever it deems necessary.

The Authority defined entertainment activities as the operation or organization of amusement parks, entertainment centers, entertainment destinations, event facilities, or the holding of shows and events.

According to the project, anyone engaging in contrary behavior is subject to a fine not exceeding one million riyals, or one of the non-financial penalties, or both, based on the discretionary authority of the violations review committee.

Financial penalties are applied according to the classification of cities, with the first classification including the major cities of Riyadh and Jeddah, and the second classification including the remaining cities and regions in the Kingdom.

The project allowed the violations review committee to choose not to double the penalty at its discretion, provided that the financial penalty for a serious violation does not exceed one million Saudi riyals for large establishments, 750,000 riyals for medium establishments, 500,000 riyals for small establishments, and 250,000 riyals for micro establishments. Meanwhile, the financial penalty for a non-serious violation does not exceed 400,000 riyals for large establishments, 300,000 riyals for medium establishments, 200,000 riyals for small establishments, and 100,000 riyals for micro establishments.

The project granted the violations review committee the authority to impose non-financial penalties until the violation is corrected or removed, provided that the suspension during the objection or complaint period does not occur unless the reason for the suspension is related to cases of fraud, deception, or health impacts. The committee may double the penalty in case of repeated violations within a calendar year from the date of the first offense, provided that it does not exceed the maximum limit.

The project granted the Authority the right to immediately suspend the entertainment or supporting activity in the event of a danger or threat to the attendees of the entertainment or supporting activities or participants therein, or in the presence of a serious violation of the provisions of the Authority's regulations, requirements, controls, and related systems and instructions, as well as the necessities of public interest.
