أعلنت وزارة الموارد البشرية والتنمية الاجتماعية، بدء تطبيق قرارات رفع نسب التوطين في قطاعات مختلفة اعتبارًا من اليوم (الأحد) 2025/07/27، وذلك بالشراكة مع عددٍ من الجهات الإشرافية (وزارة الصحة، وزارة البلديات والإسكان) لمهن الصيدلة، وطب الأسنان، وكذلك المهن الفنية الهندسية؛ تعزيزًا لمشاركة الكوادر الوطنية، وضمن المساعي الهادفة إلى توفيرِ مزيدٍ من فرص العمل المحفزة والمُنتجة للمواطنين والمواطنات في مختلف مناطق المملكة.
ويُنفذ قرار رفع نسب التوطين في مهن الصيدلة بالشراكة مع وزارة الصحة اليوم، وذلك في أنشطة الصيدليات المجتمعية والمجمعات الطبية بنسبة 35%، وأنشطة الصيدلة في المستشفيات بنسبة 65%، وأنشطة الصيدلة الأخرى بنسبة 55%، ويطبق هذا القرار على المنشآت التي يعمل بها 5 عاملين فأكثر في مهن الصيدلة مع تحديد الحد الأدنى للأجور للاحتساب في نسب التوطين بـ 7,000 ريال، كما سيتم العمل بقرار رفع نسب التوطين لمهن طب الأسنان بنسبة 45% في مرحلته الأولى اعتبارًا من اليوم، ويطبق قرار مهن طب الأسنان على المنشآت التي يعمل بها 3 عاملين فأكثر في مهن طب الأسنان، إضافة إلى العمل بقرار رفع الحد الأدنى لأجور مهنة طب الأسنان للاحتساب في نسب التوطين إلى 9,000 ريال.
ويُنفذ قرار رفع نسب التوطين للمهن الفنية الهندسية بالشراكة مع وزارة البلديات والإسكان إلى نسبة 30% من إجمالي عدد العاملين في المهن المستهدفة اعتبارًا من اليوم، ويسري هذا القرار على جميع منشآت القطاع الخاص التي يعمل بها 5 عاملين فأكثر في المهن الفنية الهندسية، مع تحديد الحد الأدنى للأجور للاحتساب في نسب التوطين بـ5,000 ريال.
وأكدت وزارة الموارد البشرية والتنمية الاجتماعية نشرها الأدلة الإجرائية على موقعها الإلكتروني لتوضيح تفاصيل القرار ونسب التوطين المطلوبة، داعيةً جميع المنشآت إلى الالتزام بالتطبيق تفاديًا للعقوبات النظامية المقررة على المخالفين.
ويأتي هذا القرار استكمالًا لجهود توطين المهن في القطاع الخاص، حيث تتولى وزارة الصحة متابعة قرارات توطين مهن طب الأسنان والصيدلة بما يتناسب مع احتياجات سوق العمل، وتتولى وزارة البلديات والإسكان متابعة تنفيذ قرار توطين المهن الفنية الهندسية، كما ستستفيد منشآت القطاع الخاص من برامج الدعم والمحفزات التي تقدمها منظومة الموارد البشرية والتنمية الاجتماعية، وتشمل دعم عمليات الاستقطاب، والتدريب، والتأهيل، والتوظيف، والاستمرار الوظيفي، إلى جانب أولوية الاستفادة من برامج دعم التوطين، وبرامج صندوق تنمية الموارد البشرية (هدف).
The Ministry of Human Resources and Social Development announced the commencement of the implementation of decisions to raise localization rates in various sectors starting today (Sunday) 2025/07/27, in partnership with several supervisory entities (Ministry of Health, Ministry of Municipal and Rural Affairs and Housing) for the professions of pharmacy, dentistry, as well as engineering technical professions; enhancing the participation of national cadres, and as part of efforts aimed at providing more stimulating and productive job opportunities for citizens in various regions of the Kingdom.
The decision to raise localization rates in pharmacy professions is being implemented today in partnership with the Ministry of Health, with community pharmacy activities at a rate of 35%, hospital pharmacy activities at a rate of 65%, and other pharmacy activities at a rate of 55%. This decision applies to establishments employing 5 or more workers in pharmacy professions, with a minimum wage set for calculation in localization rates at 7,000 Riyals. Additionally, the decision to raise localization rates for dentistry professions will be applied at a rate of 45% in its first phase starting today, and this decision applies to establishments employing 3 or more workers in dentistry professions, along with raising the minimum wage for the dentistry profession for calculation in localization rates to 9,000 Riyals.
The decision to raise localization rates for engineering technical professions is being implemented in partnership with the Ministry of Municipal and Rural Affairs and Housing to a rate of 30% of the total number of workers in the targeted professions starting today. This decision applies to all private sector establishments employing 5 or more workers in engineering technical professions, with a minimum wage set for calculation in localization rates at 5,000 Riyals.
The Ministry of Human Resources and Social Development confirmed that it has published procedural guides on its website to clarify the details of the decision and the required localization rates, urging all establishments to comply with the application to avoid the prescribed legal penalties for violators.
This decision comes as a continuation of efforts to localize professions in the private sector, where the Ministry of Health is responsible for monitoring the localization decisions for dentistry and pharmacy professions in line with labor market needs, while the Ministry of Municipal and Rural Affairs and Housing oversees the implementation of the localization decision for engineering technical professions. Private sector establishments will also benefit from the support and incentives programs provided by the Human Resources and Social Development system, which include support for recruitment, training, qualification, employment, and job retention, in addition to priority access to localization support programs and the Human Resources Development Fund (Hadaf) programs.
