رأس خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، الجلسة التي عقدها مجلس الوزراء، اليوم (الثلاثاء)، في جدة.
وفي مستهل الجلسة، اطّلع مجلس الوزراء على مضمون الرسالة التي تلقاها خادم الحرمين الشريفين، من ملك مملكة إسواتيني مسواتي الثالث، وعلى فحوى الاتصال الهاتفي الذي تلقاه ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز، من رئيس الجمهورية العربية السورية أحمد الشرع، وما جرى خلاله من التأكيد على مواقف المملكة الدائمة والمساندة لسورية وشعبها الشقيق، وإدانة الاعتداءات الإسرائيلية السافرة على أراضيها والتدخل في شؤونها الداخلية.
وشدّد مجلس الوزراء في هذا السياق، على مضامين البيان المشترك الصادر عن وزراء خارجية المملكة العربية السعودية وعدد من الدول الشقيقة؛ بشأن تطورات الأوضاع في سورية، والمساعي المشتركة لدعم الحكومة السورية في سبيل إعادة بناء بلادها وضمان أمنها واستقرارها ووحدتها وسيادتها.
وفي الشأن المحلي، وافق مجلس الوزراء في جلسته أمس، على تعديل تنظيم الهيئة السعودية للبحر الأحمر؛ وذلك على النحو الوارد في القرار.
المطالبة بإنهاء الحرب على غزة
أوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس تابع الجهود الإغاثية والإنسانية المقدمة من المملكة للشعب السوري الشقيق للتخفيف من معاناته؛ معززة بذلك دعمها المتواصل للدول العربية والإسلامية، ودورها الرائد في مساندة ومساعدة المحتاجين والمتضررين في دول العالم، من خلال مركز الملك سلمان للإغاثة والأعمال الإنسانية.
ورحّب مجلس الوزراء، بالبيان الصادر عن عدد من الشركاء الدوليين المشتمل على المطالبة بإنهاء الحرب على قطاع غزة، ورفع جميع القيود عن المساعدات الإنسانية وإيصالها بشكل آمن لسكان القطاع، مجدداً دعوة المملكة للمجتمع الدولي إلى سرعة اتخاذ القرارات والخطوات العملية أمام التعنت الإسرائيلي الذي يتعمد إطالة الأزمة، وتقويض جهود السلام الإقليمية والدولية.
تطوير تصدير «المتجددة» والهيدروجين لأوروبا
عبّر المجلس عن الترحيب بالتوقيع على «إعلان مبادئ» بين حكومة جمهورية الكونغو الديمقراطية وتحالف «نهر الكونغو»، متطلعاً إلى أن يشكل ذلك خطوة إيجابية نحو تحسين الأوضاع الإنسانية والاقتصادية، وبما يعود بالنفع على الأمن والسلم الدوليين.
وبارك مجلس الوزراء توقيع اتفاقيات ومذكرات تفاهم بهدف تطوير منظومة متكاملة لتصدير الطاقة المتجددة والهيدروجين الأخضر من المملكة العربية السعودية إلى القارة الأوروبية، انطلاقاً من الدور الريادي للمملكة في تعزيز الربط اللوجستي الدولي، وقيادتها مشروع الممر الاقتصادي بين الهند والشرق الأوسط وأوروبا.
وبين أن المجلس أشاد بأداء برنامج تطوير الصناعة الوطنية والخدمات اللوجستية، وتحقيقه مستهدفات متعددة أبرزها المساهمة في الناتج المحلي غير النفطي، وتوفير فرص عمل متنوعة، وتمكين الاستثمارات في القطاعات الإستراتيجية، والتوسع في توطين مختلف الصناعات في المملكة.
الاعتناء بـ150 توأماً ملتصقاً من 27 دولة
أثنى المجلس على إنجازات البرنامج السعودي للتوائم الملتصقة من خلال اعتنائه بـ150 توأماً من 27 دولة وإجراء 65 عملية فصل؛ مجسداً الرسالة الإنسانية للمملكة، ومكانتها بصفتها مركزاً عالمياً في هذا المجال.
وعدّ مجلس الوزراء انتخاب المملكة رئيساً لجمعيات ولجان دولية في المنظمة العالمية للملكية الفكرية؛ تأكيداً على المكانة الريادية، والدور المؤثر في العمل متعدد الأطراف، وتجسيداً للثقة والتقدير لها على المستوى العالمي.
وأعرب المجلس عن تطلع المملكة إلى تعزيز آفاق التعاون الدولي، بما يواكب التطورات العلمية والتقنية المتسارعة ويحقق الأهداف المنشودة للتقدم والازدهار، من خلال استضافتها النسخة الثامنة لملتقى الصحة العالمي، والندوة العالمية لمنظمي الاتصالات.
ونوّه المجلس باستضافة المملكة المؤتمر الدولي للمراجعين الداخليين في العام 2027م، الذي يأتي معززاً لمكانتها مركزاً عالمياً للحوكمة والرقابة، ومؤكداً على تطور مهنة المراجعة الداخلية وريادتها على جميع المستويات، وتمكين ممارساتها في القطاعين العام والخاص.

اطّلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- تفويض وزير الحرس الوطني -أو من ينيبه- بالتباحث مع الجانب الإسباني في شأن مشروع مذكرة تفاهم بين وزارة الحرس الوطني في المملكة العربية السعودية ومستشفى كلينيك دي برشلونة في مملكة إسبانيا في مجالات العلاج الجيني والخلوي، والتوقيع عليه.
- الموافقة على مذكرة تفاهم بين وزارة البيئة والمياه والزراعة بالمملكة العربية السعودية ووزارة الزراعة بجمهورية طاجيكستان للتعاون في مجال الزراعة.
- الموافقة على مذكرة تفاهم بين وزارة الاستثمار في المملكة العربية السعودية ومؤسسة التمويل الدولية.
- تعديل تنظيم الهيئة السعودية للبحر الأحمر؛ وذلك على النحو الوارد في القرار.
- تقوم أمانة محافظة جدة بالرقابة على الساحل الممتد من مركز السطح بمحافظة رابغ (شمالاً) إلى مركز الكدوف بمحافظة القنفذة (جنوباً)، وحمايته بيئياً.
- تجديد عضوية محمد بن عبدالله الحقباني، وفيصل بن مرزوق الفهادي، وعبدالمحسن بن فهد المزيني في مجلس إدارة الهيئة العامة للغذاء والدواء، وتعيين الدكتور عبدالرحمن بن صالح الخليفة، والدكتور عبدالرحمن بن أحمد الماجد؛ عضوين في مجلس إدارة الهيئة.
- اعتماد الحساب الختامي لجامعة الإمام محمد بن سعود الإسلامية لعام مالي سابق.

الموافقة على تعيينات وترقيات بالمرتبتين (الخامسة عشرة) و(الرابعة عشرة)، وذلك على النحو الآتي:
- تعيين علي بن سالم بن عبدالله آل عامر على وظيفة (وكيل إمارة منطقة) بالمرتبة (الخامسة عشرة) بإمارة منطقة حائل.
- تعيين نايف بن فيحان بن تركي بن ربيعان على وظيفة (أمير الفوج التاسع) بالمرتبة (الخامسة عشرة) في وزارة الحرس الوطني.

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz chaired the session held by the Council of Ministers today (Tuesday) in Jeddah.
At the beginning of the session, the Council of Ministers reviewed the content of the message received by the Custodian of the Two Holy Mosques from the King of the Kingdom of Eswatini, Mswati III, as well as the substance of the phone call received by Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz from the President of the Syrian Arab Republic, Ahmad al-Shara, during which the Kingdom's consistent positions in support of Syria and its brotherly people were reaffirmed, along with a condemnation of the blatant Israeli aggressions against its territory and interference in its internal affairs.
In this context, the Council of Ministers emphasized the contents of the joint statement issued by the foreign ministers of the Kingdom of Saudi Arabia and several brotherly countries regarding the developments in Syria, and the joint efforts to support the Syrian government in rebuilding its country and ensuring its security, stability, unity, and sovereignty.
On the domestic front, the Council of Ministers approved in its session yesterday the amendment of the organization of the Saudi Red Sea Authority, as stated in the decision.
Call to End the War on Gaza
The Minister of Media, Salman bin Yusuf Al-Dosari, stated in his statement to the Saudi Press Agency following the session that the council followed up on the relief and humanitarian efforts provided by the Kingdom to the brotherly Syrian people to alleviate their suffering; thus reinforcing its ongoing support for Arab and Islamic countries, and its leading role in supporting and assisting those in need and affected in countries around the world through the King Salman Humanitarian Aid and Relief Center.
The Council of Ministers welcomed the statement issued by several international partners calling for an end to the war on the Gaza Strip, lifting all restrictions on humanitarian aid, and delivering it safely to the residents of the Strip, reiterating the Kingdom's call to the international community to swiftly take decisions and practical steps in the face of the Israeli obstinacy that deliberately prolongs the crisis and undermines regional and international peace efforts.
Developing Renewable Energy and Hydrogen Exports to Europe
The council expressed its welcome for the signing of a "Declaration of Principles" between the Government of the Democratic Republic of the Congo and the "Congo River" alliance, looking forward to it being a positive step towards improving humanitarian and economic conditions, benefiting international security and peace.
The Council of Ministers congratulated the signing of agreements and memorandums of understanding aimed at developing an integrated system for exporting renewable energy and green hydrogen from the Kingdom of Saudi Arabia to the European continent, based on the Kingdom's leading role in enhancing international logistical connectivity and its leadership of the economic corridor project between India, the Middle East, and Europe.
The council noted its appreciation for the performance of the National Industrial Development and Logistics Program, achieving multiple targets, the most notable of which is contributing to the non-oil GDP, providing diverse job opportunities, enabling investments in strategic sectors, and expanding the localization of various industries in the Kingdom.
Caring for 150 Conjoined Twins from 27 Countries
The council praised the achievements of the Saudi Conjoined Twins Program through its care for 150 twins from 27 countries and performing 65 separation surgeries; embodying the humanitarian message of the Kingdom and its status as a global center in this field.
The Council of Ministers considered the election of the Kingdom as the president of international associations and committees in the World Intellectual Property Organization as a confirmation of its leading position and influential role in multilateral work, reflecting the trust and appreciation it receives at the global level.
The council expressed the Kingdom's aspiration to enhance international cooperation horizons, keeping pace with the rapid scientific and technological developments and achieving the desired goals for progress and prosperity, through hosting the eighth edition of the Global Health Forum and the Global Symposium for Telecommunications Regulators.
The council noted the Kingdom's hosting of the International Conference for Internal Auditors in 2027, which reinforces its position as a global center for governance and oversight, confirming the development of the internal auditing profession and its leadership at all levels, and enabling its practices in both the public and private sectors.

The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, as well as what was concluded by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them, and the council concluded with the following:
- Authorizing the Minister of National Guard - or his representative - to negotiate with the Spanish side regarding a draft memorandum of understanding between the Ministry of National Guard in the Kingdom of Saudi Arabia and the Clinic de Barcelona Hospital in the Kingdom of Spain in the fields of gene and cellular therapy, and to sign it.
- Approving a memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture in the Republic of Tajikistan for cooperation in agriculture.
- Approving a memorandum of understanding between the Ministry of Investment in the Kingdom of Saudi Arabia and the International Finance Corporation.
- Amending the organization of the Saudi Red Sea Authority as stated in the decision.
- The Jeddah Governorate Secretariat will supervise the coastline extending from the surface center in Rabigh (to the north) to the center of Al-Kadouf in Al-Qunfudhah (to the south), and protect it environmentally.

The Council of Ministers also reviewed several general topics listed on its agenda, including annual reports for the Saudi Investment Marketing Authority, King Abdulaziz University, and King Khalid University, and the council took the necessary actions regarding those topics.

1- The council followed the relief and humanitarian efforts provided by the Kingdom to the Syrian people to alleviate their suffering, and welcomed the statement issued by several international partners calling for an end to the war on the Gaza Strip.
2- Praising the performance of the National Industrial Development and Logistics Program and achieving multiple targets, the most notable of which is contributing to the non-oil GDP and providing diverse job opportunities.
3- The election of the Kingdom as president of international associations and committees in the World Intellectual Property Organization confirms its leading position and reflects the trust and appreciation it receives at the global level.
4- Hosting the Kingdom of the International Conference for Internal Auditors in 2027 enhances its position as a global center for governance and oversight and confirms the development of the internal auditing profession.
5- A memorandum of understanding with Spain in the fields of gene and cellular therapy, cooperation with Tajikistan in agriculture, and a memorandum of understanding between the Ministry of Investment and the International Finance Corporation.
