شدّد البنك المركزي السعودي (ساما) على البنوك أنه لن تفتح حسابات بنكية للوافدين الحاملين لجوازات سفر سعودية بموجب تلك الجوازات إلا بموافقة وزارة الداخلية عن طريق البنك المركزي.
ووفقاً لتحديثات قواعد الحسابات البنكية بإضافة وثيقة هوية زائر، فقد اشترط البنك المركزي على كافة البنوك والمصارف العاملة في السعودية، ضرورة إنشاء سجل إلكتروني خاص بالأشخاص الطبيعيين المقيمين غير السعوديين يتضمن بحد أدنى البيانات التالية: «الاسم كاملاً المدون في جواز السفر أو وثيقة الإقامة أو هوية زائر، حسب أولوية اللغة (العربية -الإنجليزية - اللاتينية)، وإذا كانت بلغة أو أحرف خلاف ما ذكر فيدوّن الاسم بحسب ما ورد في التأشيرة الممنوحة من السفارات والقنصليات السعودية المانحة لتأشيرة الدخول».
وثائق ومعلومات
واشتملت المعلومات أيضاً على «الجنسية، رقم هوية الإقامة أو زائر وتاريخ سريانها، والعنوان الوطني في حال الإقامة، أو عنوان السكن في
المملكة وبلد الزائر في حال الزيارة، وبيانات التواصل، وجهة العمل إن وجدت».
وبيّنت أنه لمن يحملون بطاقات إقامة ذات خمس سنوات صادرة لبعض أفراد القبائل، فيدوّن الاسم الوارد فيها كاملاً ورقمها وتاريخ سريان مفعولها.
واشترط «ساما» على البنوك إقفال حسابات الوافدين عند خروجهم النهائي، مع تجميد حساباتهم عند انتهاء سريان وثائقهم، وتشمل الوثائق «الهوية الوطنية لمواطني دول مجلس التعاون لدول الخليج العربية، ووثيقة الإقامة أو هوية زائر للوافدين الأجانب، والبطاقة الدبلوماسية للدبلوماسيين».
The Saudi Central Bank (SAMA) emphasized to banks that they will not open bank accounts for expatriates holding Saudi passports under those passports without the approval of the Ministry of Interior through the central bank.
According to updates to the bank account regulations by adding a visitor identity document, the central bank has required all banks and financial institutions operating in Saudi Arabia to establish an electronic record for non-Saudi residents that includes at least the following information: "the full name as stated in the passport or residence document or visitor identity, according to the priority of language (Arabic - English - Latin), and if it is in a language or characters other than those mentioned, the name should be recorded as stated in the visa granted by the Saudi embassies and consulates issuing the entry visa."
Documents and Information
The information also included "nationality, residence or visitor identity number and its validity date, the national address in case of residence, or the residential address in
the Kingdom and the visitor's country in case of visit, contact details, and the workplace if available."
It clarified that for those holding five-year residence cards issued to certain tribal members, the name mentioned in the card should be recorded in full along with its number and validity date.
SAMA has stipulated that banks must close the accounts of expatriates upon their final exit, freezing their accounts when their documents expire. The documents include "the national identity for citizens of the Gulf Cooperation Council countries, the residence document or visitor identity for foreign expatriates, and the diplomatic card for diplomats."
