وقَّع الديوان العام للمحاسبة بالمملكة العربية السعودية ومحكمة الحسابات بالجمهورية التركية، مذكرة تفاهم للتعاون بين الجهازين في مجال العمل المحاسبي والرقابي والمهني، في خطوةٍ تعكس حرص الجانبين على تطوير آفاق الشراكة، وتعزيز التعاون وتبادل الخبرات في مجالات العمل الرقابي والمحاسبي.
وجرى التوقيع اليوم، بحضور رئيس الديوان العام للمحاسبة الدكتور حسام بن عبدالمحسن العنقري، ممثلاً عن الطرف الأول، ورئيس محكمة الحسابات بالجمهورية التركية متين ينير، ممثلاً عن الطرف الثاني، في مقر فرع الديوان العام للمحاسبة بمنطقة مكة المكرمة.
ويسعى الجهازان من خلال مذكرة التفاهم إلى تبادل الخبرات، وبناء القدرات المهنية، وتطوير أدلة العمل المهنية، في مجال المراجعة المالية والالتزام، ومراجعة الأداء بعددٍ من المشاريع البحثية والاستشارية، وتنظيم الاجتماعات والمؤتمرات والبرامج التدريبية في الموضوعات ذات الاهتمام المشترك، في إطار عضوية الطرفين في المنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الإنتوساي)، والمنظمة الآسيوية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الآسوساي).
من جانبه أكد الدكتور العنقري سعي الديوان العام للمحاسبة المستمر نحو تعزيز التعاون الثنائي وتعظيم الشراكة مع الأجهزة النظيرة في الدول الشقيقة والصديقة، عبر العديد من مذكرات التفاهم المبرمة بين الديوان وتلك الأجهزة، التي تعكس في مجملها المكانة المهنية الرفيعة التي يتبوأها الديوان على المستوى الإقليمي والدولي، ودوره المهم في مشاركة ما لديه من خبرات مهنية متميزة مع الأجهزة الأعضاء في المنظمات الإقليمية والدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة.
ونوّه متين ينير بأهمية المذكرة في تعزيز العمل المشترك بين محكمة الحسابات التركية والديوان العام للمحاسبة، بما يسهم في تعزيز كفاءة الأداء، والارتقاء بجودة أعمال المراجعة لدى الجهازين النظيرين.
وعقب التوقيع، عقد الجانبان اجتماعاً ثنائياً لبحث أوجه العمل المشترك، وسُبل المواءمة في عدد من الموضوعات ذات العلاقة، بحضور المختصين من كلا الجهازين.
The General Court of Accounts in the Kingdom of Saudi Arabia and the Court of Accounts of the Republic of Turkey signed a memorandum of understanding for cooperation between the two bodies in the field of accounting, auditing, and professional work. This step reflects both parties' commitment to developing partnership horizons and enhancing cooperation and the exchange of experiences in the fields of auditing and accounting.
The signing took place today, in the presence of the President of the General Court of Accounts, Dr. Hussam bin Abdul Mohsen Al-Anqari, representing the first party, and the President of the Court of Accounts of the Republic of Turkey, Metin Yener, representing the second party, at the headquarters of the General Court of Accounts branch in the Makkah region.
Through the memorandum of understanding, both bodies aim to exchange experiences, build professional capacities, and develop professional work guides in the areas of financial auditing and compliance, as well as performance auditing through several research and consulting projects. They will also organize meetings, conferences, and training programs on topics of mutual interest, within the framework of both parties' membership in the International Organization of Supreme Audit Institutions (INTOSAI) and the Asian Organization of Supreme Audit Institutions (ASOSAI).
For his part, Dr. Al-Anqari emphasized the General Court of Accounts' continuous efforts to enhance bilateral cooperation and maximize partnership with counterpart institutions in brotherly and friendly countries, through numerous memoranda of understanding concluded between the court and those institutions. These reflect the high professional status that the court occupies at the regional and international levels, and its important role in sharing its distinguished professional experiences with member institutions in regional and international organizations of supreme audit institutions.
Metin Yener highlighted the importance of the memorandum in enhancing joint work between the Turkish Court of Accounts and the General Court of Accounts, contributing to improving performance efficiency and elevating the quality of auditing work at both counterpart institutions.
Following the signing, the two sides held a bilateral meeting to discuss aspects of joint work and ways to align on several related topics, with the presence of specialists from both bodies.
