وقّع رئيس الهيئة العامة للطيران المدني عبدالعزيز بن عبدالله الدعيلج اليوم، اتفاقيةً في مجال خدمات النقل الجوي بين حكومتَي المملكة العربية السعودية وجمهورية بنما، خلال مشاركة المملكة ممثلةً بالهيئة العامة للطيران المدني، في معرض باريس الجوي «لوبورجيه» في نسخته الـ55 المنعقد في العاصمة الفرنسية باريس خلال المدة من (16 - 19 يونيو 2025).
وتُعد الاتفاقية الثنائية لخدمات النقل الجوي بين حكومتَي المملكة العربية السعودية وجمهورية بنما مكملةً للاتفاقية الدولية للطيران المدني المعروفة باسم معاهدة شيكاغو الموقعة في 1944، التي تنظّم حركة الطيران المدني الدولي وفقاً لمبادئ الفرص العادلة والمتكافئة.
وتهدف الاتفاقية إلى وضع أطر تنظيمية للنقل الجوي بين البلدين على نحو آمن ومنظم وسليم، بما يتفق مع المبادئ التي أرستها معاهدة شيكاغو الدولية 1944، ومواكبة التطورات التي يشهدها التنظيم الثنائي، المتمثلة في تنظيم منح حقوق النقل وتطبيق معايير التعيين والترخيص لشركات الطيران المعمول بها دولياً، وتعزيز قواعد ومعايير السلامة الجوية وأمن الطيران المدني وقواعد المنافسة العادلة، إضافة إلى خدمة المصالح الاقتصادية المشتركة للناقلات الوطنية وتعزيز مشاركتها الفعالة والمستمرة لخدمة سوق النقل الجوي بين البلدين، بتطبيق الأنماط العصرية لدخول الأسواق واحتواء حركة النقل الجوي بجميع أنماطها.
وتأتي الاتفاقية ضمن مستهدفات إستراتيجية قطاع الطيران المدني الهادفة إلى بناء الشراكات الدولية، وتوقيع الاتفاقيات الثنائية الجديدة التي ستدعم الأهداف الطموحة للإستراتيجية في تعزيز الربط الجوي للمملكة بالعالم إلى 250 وجهة؛ لتكون منصةً لوجستيةً عالمية، ونقل (330) مليون مسافر سنوياً بحلول 2030.
The President of the General Authority of Civil Aviation, Abdulaziz bin Abdullah Al-Duailej, today signed an agreement in the field of air transport services between the governments of the Kingdom of Saudi Arabia and the Republic of Panama, during the Kingdom's participation, represented by the General Authority of Civil Aviation, in the 55th edition of the Paris Air Show "Le Bourget," held in the French capital Paris from June 16 to 19, 2025.
The bilateral agreement for air transport services between the governments of the Kingdom of Saudi Arabia and the Republic of Panama complements the international civil aviation agreement known as the Chicago Convention signed in 1944, which regulates international civil aviation in accordance with the principles of fair and equal opportunities.
The agreement aims to establish regulatory frameworks for air transport between the two countries in a safe, organized, and sound manner, in line with the principles established by the 1944 Chicago International Convention, and to keep pace with developments in bilateral regulation, represented in organizing the granting of transport rights and applying the standards for appointment and licensing of airlines as practiced internationally, enhancing aviation safety and security standards, and fair competition rules, in addition to serving the common economic interests of national carriers and strengthening their effective and continuous participation in serving the air transport market between the two countries, by applying modern patterns for market entry and accommodating air transport in all its forms.
The agreement is part of the objectives of the Civil Aviation Sector Strategy aimed at building international partnerships and signing new bilateral agreements that will support the ambitious goals of the strategy in enhancing the Kingdom's air connectivity to 250 destinations worldwide; to become a global logistics platform, and to transport 330 million passengers annually by 2030.
