أوضحت هيئة الطرق، أن الكود السعودي يشترط إعداد خطط مرورية دورية كل 5 سنوات لتنظيم حركة السير والمرور في المدن، ويوصي الجهات المالكة للطرق بإعداد الخطط وفق معاييره، وتشمل دراسة حجم الحركة المرورية عند التقاطعات والتحويلات، وتحديد مواقع مواقف السيارات وحاجات النقل العام، إلى جانب توقّع الحركة المرورية الحالية والمستقبلية وربطها بخطط التطوير وتنظيم السرعات لتحسين حركة المرور، وتوفير مواقف ومرافق مخصصة لمركبات النقل والطوارئ.
ويُعد كود الطرق السعودي مرجعاً فنياً شاملاً لجميع الجهات المسؤولة عن الطرق في المملكة، بما في ذلك الوزارات وهيئات تطوير المدن، وأمانات المناطق، وبلديات المدن والمحافظات وغيرها، بهدف تمكين هذه الجهات من الوصول إلى المعلومات الضرورية لتخطيط وتصميم وتنفيذ وتشغيل وصيانة الطرق بأنواعها كافة، مع مراعاة الجوانب البيئية ومتطلبات المركبات ذاتية القيادة، إضافة إلى الإرشادات والإجراءات وقوائم التدقيق لشبكات الطرق كافة؛ لضمان تحقيق الحد المناسب من مستويات الجودة والسلامة والأمان والكفاءة الاقتصادية والاستدامة.
يشار إلى أن الهيئة العامة للطرق، أُنيطت بها مهمات الإشراف على قطاع الطرق وتنظيمه، من خلال وضع السياسات والتشريعات اللازمة، ومن بينها إطلاق كود الطرق السعودي. وبدأ العمل بهذا الكود بشكل استرشادي حتى نهاية العام الماضي، فيما تم تفعيل تطبيقه على جميع الجهات الحكومية مع بداية العام الحالي، كما تم تفعيل تطبيقه على الجهات الخاصة في منتصف هذا العام. يأتي ذلك في إطار تحقيق مستهدفات برنامج قطاع الطرق الذي يركّز على السلامة والجودة والكثافة المرورية، ويهدف للوصول إلى المرتبة السادسة عالمياً في جودة الطرق بحلول عام 2030.
The Roads Authority has clarified that the Saudi code requires the preparation of periodic traffic plans every 5 years to organize traffic flow in cities. It recommends that road-owning entities prepare these plans according to its standards, which include studying traffic volume at intersections and diversions, identifying parking locations and public transport needs, as well as forecasting current and future traffic and linking it to development plans and speed regulations to improve traffic flow, and providing designated parking and facilities for transport and emergency vehicles.
The Saudi Roads Code serves as a comprehensive technical reference for all entities responsible for roads in the Kingdom, including ministries, urban development authorities, regional secretariats, city and governorate municipalities, and others. Its aim is to enable these entities to access the necessary information for planning, designing, implementing, operating, and maintaining all types of roads, while considering environmental aspects and the requirements for autonomous vehicles, in addition to guidelines, procedures, and checklists for all road networks; to ensure the achievement of appropriate levels of quality, safety, security, economic efficiency, and sustainability.
It is worth noting that the General Authority for Roads has been tasked with overseeing and regulating the road sector by establishing the necessary policies and legislation, including the launch of the Saudi Roads Code. The code was initially implemented as a guideline until the end of last year, while its application was activated for all government entities at the beginning of this year, and it was also activated for private entities in the middle of this year. This comes as part of achieving the objectives of the Roads Sector Program, which focuses on safety, quality, and traffic density, aiming to reach the sixth position globally in road quality by 2030.
