تحت رعاية ولي العهد الأمير محمد بن سلمان انطلقت في العاصمة الرياض أمس (الاثنين)، فعاليات «مؤتمر الاستثمار الثقافي»، الذي تنظّمه وزارة الثقافة،، لبحث التوجّهات المستقبلية، والإنتاج الإبداعي المستدام، وتمكين القطاع الثقافي وتعزيز تأثيره العالمي.
وفيما سجل المشهد الثقافي السعودي نمواً متزايداً مع إصدار أكثر من 9 آلاف ترخيص ثقافي للممارسين، بدأت فعاليات المؤتمر بحضور وزير الثقافة الأمير بدر بن عبدالله بن فرحان، ونخبة من المستثمرين العالميين، وصنّاع القرار، وقادة الثقافة، وممثلي الجهات الحكومية والخاصة والمنظمات غير الحكومية، إضافةً إلى روّاد المشاريع الثقافية والمبدعين.
وأعلن وزير الثقافة، عن إطلاق «جامعة الرياض للفنون» قريباً، لتكون منارة للتّميز في تعليم الفنون والثقافة. وقال خلال المؤتمر: إن الجامعة تسعى للريادة في التعليم الإبداعي، بشراكات مع مؤسسات أكاديمية دولية رائدة في التخصصات الثقافية؛ وتقدم برامجها التعليمية بنهج يدمج ما بين التعليم النظري والتطبيقي، كما ستقدم منحها الدراسية للمواهب الثقافية، على أن تنشر كافة تفاصيلها في الربع الأول من 2026.
وأضاف أن مساهمة القطاع في الناتج المحلي الإجمالي للسعودية وصلت إلى 1.6%، بينما وصل عدد العاملين فيه إلى 234 ألفا، وبلغت قيمة الدعم المالي المتدفق إليه نحو ملياري دولار في 2024. وأضاف: «الاستثمارات في الينية التحتية للقطاع بلغت مستويات تاريخية، حيث تجاوزت 81 مليار ريال».

1700 مستثمر في الفنون
وزير الاستثمار خالد الفالح أشار في جلسة حوارية في المؤتمر، أن حجم الاستثمار الأجنبي في القطاعات الثقافية تجاوز 500 مليون دولار العام الماضي، مشيراً إلى أن نحو 1700 مستثمر يعملون في مجال الثقافة والفنون في السعودية. وأعلن خلال حديثه عن قرب إطلاق صندوق بحجم 150 مليون ريال للاستثمار في فئات إبداعية ثقافية محددة.
وقال: إن السعودية أطلقت حزمة محفزات ضمن برنامج «إجنايت»، موضحا أن حزماً أخرى ستغطي فنون الطهي والموسيقى والفنون البصرية، كذلك تحتضن السعودية جهود المستثمرين، ووضعنا مساراً خاصاً لاستقطاب الشركات الناشئة في الفنون الإبداعية.
وأكد الفالح أن هناك 40 فرصة استثمارية تحققت حتى الآن في القطاع الثقافي، مشدداً على دعم ولي العهد الأمير محمد بن سلمان للقطاع الثقافي والاستثمار فيه، قائلاً: «ولي العهد سهّل عملية تخصيص المحفزات المالية للاستثمار في هذه القطاعات».

فرصة لتصدير الثقافة
اعتبر وزير الاقتصاد والتخطيط فيصل الإبراهيم أن الإنفاق على القطاع الثقافي ربما يكون أهم من بعض مخصصات الميزانية لقطاعات أخرى. وقال: «كل دولار ينفق في القطاعات الإبداعية يحقق 2.5 دولار في القطاعات الاقتصادية الأخرى».
وأشار في حديثه إلى أن نحو 135 ألف شخص يعملون في القطاعات الثقافية والإبداعية، بينما يتلقى 5 آلاف شخص حالياً التدريب والتعليم في هذه القطاعات.
و أكد الإبراهيم أن الفرصة أصبحت سانحة في السعودية لتصدير الثقافة. وقال «مستهدفنا الآن مضاعفة هذا القطاع 3 مرات بحلول 2030»، مشيراً إلى أن الأفلام الكبرى التي صُوّرت في السعودية غيرت الصورة النمطية عن السعودية.
38 جلسة وورشة عمل
شهدت جلسات مؤتمر الاستثمار الثقافي، مشاركة مسؤولين وخبراء سعوديين ودوليين، في أكثر من 38 جلسة وورشة عمل، تنطلق محاورها من 3 ركائز رئيسية؛ «ثراء الثقافة» من أجل تعزيز مكانة الثقافة كفرصةٍ استثماريّة جاذبة، وتسليط الضوء على قوتها بوصفها محركاً اقتصادياً يسهم في السياحة واستحداث الوظائف والتنمية الإقليمية، وتقديم المملكة كوجهةٍ رائدة لهذه الاستثمارات، و«تعزيز رأس المال الثقافي» من أجل استكشاف آليات الاستثمار المبتكرة في الفرص الثقافية، خصوصاً في الأسواق الناشئة، وأخيراً «دور الثقافة القوي في تعزيز التماسك المجتمعي» من أجل تأكيد أهمية تبنّي نهجٍ استثماريٍّ شامل وتعاونيٍّ يُعزز التبادل الثقافي العالمي والتفاهم المشترك، إذ تتناول كيفية إسهام الثقافة والفنون بطابعها العالمي في تقوية العلاقات الدولية، وتشكيل قوةٍ دبلوماسية موحّدة تجمع الشعوب تحت مظلّة القيم الإنسانية المشتركة.
وتناول المؤتمر عدة موضوعاتٍ رئيسية، أبرزها البعد الرأسمالي للثقافة، وعائد الاستثمار في الثقافة، والدبلوماسية الثقافية، والمفاهيم الجديدة للتمويل العام، وصناديق الاستثمار الثقافي العالمية، وريادة الأعمال والمشاريع الإبداعية، وتقليل المخاطر في الاستثمارات الثقافية، وتمويل مستقبل الثقافة، وتحفيز دور العمل الخيري في القطاع الثقافي، حيث سيُقدم متحدثو المؤتمر تجاربهم ورؤاهم الثرية في استثمار الصناعات الثقافية، وتطوير الاقتصاد الإبداعي.
Under the patronage of Crown Prince Mohammed bin Salman, the "Cultural Investment Conference" kicked off yesterday (Monday) in the capital, Riyadh. Organized by the Ministry of Culture, the conference aims to discuss future trends, sustainable creative production, and to empower the cultural sector and enhance its global impact.
The Saudi cultural scene has witnessed increasing growth with the issuance of over 9,000 cultural licenses for practitioners. The conference commenced with the presence of Minister of Culture Prince Badr bin Abdullah bin Farhan, along with a select group of global investors, decision-makers, cultural leaders, and representatives from governmental and private entities, as well as non-governmental organizations, in addition to pioneers of cultural projects and creatives.
The Minister of Culture announced the upcoming launch of the "Riyadh University of Arts," which will serve as a beacon of excellence in arts and culture education. During the conference, he stated that the university aims to lead in creative education, partnering with leading international academic institutions in cultural disciplines; it will offer educational programs that integrate theoretical and practical learning, and will provide scholarships for cultural talents, with all details to be published in the first quarter of 2026.
He added that the sector's contribution to Saudi Arabia's GDP has reached 1.6%, while the number of workers in it has reached 234,000, with financial support flowing into it amounting to nearly two billion dollars in 2024. He further stated: "Investments in the sector's infrastructure have reached historic levels, exceeding 81 billion riyals."

1700 Investors in the Arts
Investment Minister Khalid Al-Falih noted in a panel discussion at the conference that foreign investment in cultural sectors exceeded 500 million dollars last year, mentioning that around 1,700 investors are working in the field of culture and arts in Saudi Arabia. He announced during his talk the imminent launch of a fund worth 150 million riyals to invest in specific cultural creative categories.
He stated that Saudi Arabia has launched a package of incentives under the "Ignite" program, explaining that other packages will cover culinary arts, music, and visual arts. He also emphasized that Saudi Arabia embraces the efforts of investors and has established a special pathway to attract startups in the creative arts.
Al-Falih confirmed that there are 40 investment opportunities that have been realized so far in the cultural sector, stressing Crown Prince Mohammed bin Salman’s support for the cultural sector and investment in it, saying: "The Crown Prince has facilitated the process of allocating financial incentives for investment in these sectors."

An Opportunity to Export Culture
Minister of Economy and Planning Faisal Al-Ibrahim considered that spending on the cultural sector may be more important than some budget allocations for other sectors. He said: "Every dollar spent in creative sectors generates 2.5 dollars in other economic sectors."
He pointed out that around 135,000 people work in cultural and creative sectors, while 5,000 people are currently receiving training and education in these sectors.
Al-Ibrahim confirmed that the opportunity has now arisen in Saudi Arabia to export culture. He stated, "Our goal now is to triple this sector by 2030," noting that major films shot in Saudi Arabia have changed the stereotypical image of the country.
38 Sessions and Workshops
The sessions of the Cultural Investment Conference featured the participation of Saudi and international officials and experts in more than 38 sessions and workshops, focusing on three main pillars: "Cultural Wealth" to enhance the status of culture as an attractive investment opportunity, highlighting its strength as an economic driver contributing to tourism, job creation, and regional development, and presenting the Kingdom as a leading destination for these investments; "Enhancing Cultural Capital" to explore innovative investment mechanisms in cultural opportunities, especially in emerging markets; and finally, "The Strong Role of Culture in Enhancing Social Cohesion" to emphasize the importance of adopting an inclusive and collaborative investment approach that promotes global cultural exchange and mutual understanding, addressing how culture and the arts, in their global nature, contribute to strengthening international relations and forming a unified diplomatic force that brings people together under the umbrella of shared human values.
The conference addressed several key topics, most notably the capital dimension of culture, the return on investment in culture, cultural diplomacy, new concepts of public financing, global cultural investment funds, entrepreneurship and creative projects, risk reduction in cultural investments, financing the future of culture, and stimulating the role of philanthropy in the cultural sector, where conference speakers will present their rich experiences and insights on investing in cultural industries and developing the creative economy.
