مثل ما حضر اسم الوزير الدكتور نزار عبيد مدني في المحافل والمناسبات الدبلوماسية، وسكن أسماع المتابعين بوروده في نشرات الأخبار طيلة خمسة عقود، بحكم ما اضطلع به من مهمات، ها هو يحضر بإصداره التاسع عن المناخ الدبلوماسي وشخصياته، متناولاً «المصالح الوطنية السعودية» بدراسة في مفهوم «المصلحة الوطنية» انطلاقاً من التنظير إلى التطبيق.
وجاء الكتاب الصادر عن دار (تشكيل) في نحو 320 صفحة، متضمناً منهج المملكة في علاقاتها الدولية، وعدم إغفالها الرؤى الاستشرافية المستقبلية، وتعزيز التنمية، متخذةً الوسطية سبيلاً، والاعتدال منهجاً، والحوار والتعايش أسلوب حياة، مع محافظة واعتزاز بالثوابت الوطنية والقيم الإنسانية النبيلة، وعدّ من أسس وركائز النهج الثابت للدبلوماسية السعودية مبدأي الشرعية والمصداقية بما يقومان عليه من احترام المملكة للمواثيق والتعهدات والاتفاقيات التي تبرمها واحترامها للمنظمات الدولية والالتزام بقراراتها وتوصياتها والانتظام في دفع مستحقاتها، والتعامل مع الدول على أساس الاحترام المتبادل ورعاية المصالح المشتركة وحل المنازعات بالطرق السلميّة والوديّة وعدم التدخل في الشؤون الداخلية. إضافةً إلى الالتزام بالقيم والمبادئ والأخلاقيات المُستلْهَمَة من دينها الإسلامي الحنيف، الداعي إلى الحريّة والمساواة والعدل والتعاون على البر والتقوى، لاستتباب الأمن والسلام والاستقرار في كل مكان.
وأورد الدبلوماسي المُخضرم سمات تميزت بها الدبلوماسية السعودية منها؛ أخذها بالأساليب والأسباب الجادة المعتدلة بعيداً عن الصخب والضجيج، وعدم تعاملها بوجهين أحدهما معلن والآخر مستتر، ونفورها من الشعارات المُضلِّلة والأطروحات الجوفاء، وابتعادها عن المزايدات والانفعالية؛ واعتمادها في معالجة القضايا على الحكمة والتعقل وإبصار موضع القدم قبل الخطو.
وتضمّن الكتاب أربعة فصول؛ تناول الأول منها التأصيل النظري لمفهوم المصلحة الوطنية، عبر عناوين: التأصيل التاريخي لمفهوم المصلحة الوطنية، وغموض وضبابية مفهوم المصلحة الوطنية، والمحاولات الرامية إلى تعريفه وتحديده، والأب الروحي لمفهوم المصلحة الوطنية، وأنواع المصالح الوطنية التي تحكم الدول وأشكالها، والأهداف التي يتم بناءً عليها تحديد تلك المصالح، ومدى ثبات أو تغيّر المصلحة الوطنية للدولة.
واستعرض في الفصل الثاني، منطلقات المصالح الوطنية السعودية الحيوية العليا، من خلال المحافظة على وجود الدولة وبقائها وحماية كيانها السياسي، وصيانة استقلالها، والدفاع عن الإسلام وحماية المقدسات الإسلامية، وتحقيق أعلى مستوى ممكن من التطور والتقدم للدولة، والرفاه والرخاء للمواطنين.
وخصّص مدني الفصل الثالث للحديث عن المصالح الوطنية السعودية الاستراتيجية: ومنها ما هو خاص بحدود المملكة الجنوبية، وحدود المملكة الشمالية، وحدود المملكة الشرقية.
وعدّد في الفصل الرابع نماذج من المصالح الوطنية السعودية التكتيكية في التعامل مع قضايا: التطرف والإرهاب، إضافة إلى الأبعاد الإقليمية والدولية للمصالح الوطنية عبر محور: الانتماء العربي، ومتلازمة استتباب الأمن والسلم والاستقرار على المستوى الدولي، وعلاقات المملكة الدولية.

Just as the name of Minister Dr. Nizar Obeid Madani has appeared in diplomatic forums and events, and has resonated in the ears of followers through news bulletins for five decades, due to his various responsibilities, he now presents his ninth publication on the diplomatic climate and its personalities, addressing "Saudi national interests" through a study of the concept of "national interest" from theory to application.
The book, published by Dar (Tashkeel) in approximately 320 pages, includes the Kingdom's approach to its international relations, without neglecting future foresight visions and enhancing development, adopting moderation as a path, and moderation as a methodology, with dialogue and coexistence as a way of life, while preserving and being proud of national constants and noble human values. It considers the principles of legitimacy and credibility as foundational pillars of the steadfast approach of Saudi diplomacy, based on the Kingdom's respect for treaties, commitments, and agreements it concludes, its respect for international organizations, adherence to their decisions and recommendations, regular payment of its dues, and dealing with countries based on mutual respect and the care of common interests, resolving disputes through peaceful and friendly means, and non-interference in internal affairs. Additionally, it emphasizes commitment to values, principles, and ethics inspired by its noble Islamic religion, which calls for freedom, equality, justice, and cooperation in righteousness and piety, to ensure security, peace, and stability everywhere.
The seasoned diplomat highlighted characteristics that distinguish Saudi diplomacy, including its adoption of serious and moderate methods and reasons away from noise and commotion, its avoidance of double standards—one public and the other hidden—its aversion to misleading slogans and hollow propositions, and its distance from opportunism and emotionalism; relying on wisdom and rationality in addressing issues and assessing the situation before taking steps.
The book consists of four chapters; the first addresses the theoretical foundation of the concept of national interest, through titles such as: the historical foundation of the concept of national interest, the ambiguity and vagueness of the concept of national interest, attempts to define and specify it, the spiritual father of the concept of national interest, the types of national interests that govern states and their forms, the objectives based on which those interests are determined, and the extent of stability or change in the national interest of the state.
The second chapter reviews the vital and supreme national interests of Saudi Arabia, focusing on maintaining the existence of the state, its survival, protecting its political entity, safeguarding its independence, defending Islam and protecting Islamic sanctities, achieving the highest possible level of development and progress for the state, and welfare and prosperity for its citizens.
Madani dedicated the third chapter to discussing the strategic national interests of Saudi Arabia, including those specific to the Kingdom's southern borders, northern borders, and eastern borders.
In the fourth chapter, he enumerates examples of tactical Saudi national interests in dealing with issues such as extremism and terrorism, in addition to the regional and international dimensions of national interests through the axis of Arab affiliation, and the syndrome of ensuring security, peace, and stability at the international level, and the Kingdom's international relations.
