استثنت وزارة الثقافة، ممثلة بهيئة المتاحف، اليوم، الأشخاص ذوي الإعاقة ومرافقيهم، من رسوم دخول جميع المعارض المؤقتة، والبرامج المصاحبة لها وأصولها الثقافية، نظراً لما تحققه هذه الفعاليات والمتاحف من قيمة ثقافية ومعرفية، وتماشياً مع الممارسات العالمية المعتمدة في المؤسسات الثقافية.
وجاء هذا القرار انسجاماً مع مذكرة التفاهم التي وقعتها هيئة المتاحف مع هيئة رعاية الأشخاص ذوي الإعاقة بتاريخ 8 / 9 / 2024م، بهدف وضع سياسات وإستراتيجيات مشتركة لتمكين الأشخاص ذوي الإعاقة في مختلف المجالات المتعلقة بالمتاحف، وضمان حصولهم على حقوقهم، وكذلك العمل على تعزيز وتطوير الخدمات التي تقدمها الجهات لهم، والحرص على تحقيق حياة كريمة تمكّنهم من المشاركة الشاملة والفاعلة في المجتمع.
وتقوم هيئة المتاحف والمعارض المؤقتة وأصولها الثقافية بدور حيوي في عرض الثقافة والتاريخ والفن، فهي منصات لتعزيز الهوية الوطنية، ومن هذا المنطلق تبرز أهمية شمول الأشخاص ذوي الإعاقة في هذه الفعاليات ليس فقط زوّاراً، بل مشاركين فاعلين في الحراك الثقافي.
وتُعد مشاركة الأشخاص ذوي الإعاقة التزاماً من المؤسسة الثقافية بمبدأ الشمول، وتُظهر احترامها لحق الجميع في التفاعل مع الثقافة والفن دون تمييز، بما يسهم في تمكينهم من المشاركة في إثراء المحتوى الثقافي، ونقل تجاربهم، علاوةً على تهيئة المعارض لتكون ميسّرة للجميع مثل: وجود منحدرات، وشروحات بلغة الإشارة، وأدلة صوتية، وترجمة بلغة برايل، بما تعكس احترافية التنظيم واهتمامه بجميع فئات المجتمع.
وتوفر المتاحف والمعارض المؤقتة تجارب تعليمية فريدة تثري الجانب المعرفي لدى الأشخاص ذوي الإعاقة، وتنمّي فضولهم وحبهم للاستكشاف والتعلّم، وتحفيز قدراتهم الإبداعية والفنية، وتمنحهم فرصة للتعبير عن أنفسهم من خلال الفن والثقافة، إضافةً إلى مساحات تفاعلية خاصة بهم، وأدوات حسية، وبرامج تعليمية مصممة لتلبية احتياجاتهم الفردية.
The Ministry of Culture, represented by the Museums Authority, today exempted persons with disabilities and their companions from entrance fees to all temporary exhibitions, accompanying programs, and their cultural assets, due to the cultural and cognitive value these events and museums provide, and in line with global practices adopted in cultural institutions.
This decision aligns with the memorandum of understanding signed by the Museums Authority with the Authority for the Care of Persons with Disabilities on 8/9/2024, aimed at establishing joint policies and strategies to empower persons with disabilities in various areas related to museums, ensuring their rights, as well as working to enhance and develop the services provided to them, and striving to achieve a dignified life that enables them to participate fully and effectively in society.
The Museums Authority and temporary exhibitions and their cultural assets play a vital role in showcasing culture, history, and art; they are platforms for promoting national identity. From this perspective, the importance of including persons with disabilities in these events emerges, not just as visitors but as active participants in the cultural movement.
The participation of persons with disabilities is a commitment from the cultural institution to the principle of inclusion, demonstrating its respect for everyone's right to engage with culture and art without discrimination, contributing to empowering them to participate in enriching cultural content and sharing their experiences. Additionally, exhibitions are prepared to be accessible to all, such as the presence of ramps, explanations in sign language, audio guides, and Braille translations, reflecting the professionalism of the organization and its concern for all segments of society.
Museums and temporary exhibitions provide unique educational experiences that enrich the cognitive aspect for persons with disabilities, nurture their curiosity and love for exploration and learning, stimulate their creative and artistic abilities, and give them the opportunity to express themselves through art and culture, in addition to interactive spaces designed for them, sensory tools, and educational programs tailored to meet their individual needs.
